Hammonton PBA: We’ll Freeze Salaries and Cut Overtime to Save Jobs; Hammonton: No Thanks!

Hot off the Atlantic City Press:

The union representing Hammonton’s police department voted Thursday night to offer the town a one-year salary freeze and eliminate overtime pay for 2010 to avoid the layoffs of four officers.

In a statement released Friday, representatives from Mainland Police Benevolent Association Local 77 said those concessions should meet all the town’s demands to avoid layoffs this year, but they said the town seeks a longer contract with more compromises.

“It appears that the position being taken by the town to date is dictated by greed and politics rather than by a sincere desire to avoid layoffs,” said the union’s labor relations consultant, Myron Plotkin. “The ball is in their court, and the town’s actions will speak for themselves.”

Apparently the offer isn’t good enough for hard bargaining Hammonton First led Council. According to the aticle, Mayor DiDonato is not willing to take the offer without a minimum of a 2 year contract. The PBA is offering this as a one year contract.

We’re still waiting to hear what happened to the $11 million surplus so bragged about by last year’s town council. With all that money in the till, there should be plenty to balance the budget and keep our police on the job.

Republicans, Democrats Announce Full Slates for Mayor and Council

Late last week Democrats announced Joe Ingemi would be running for Mayor, and the Republicans countered with their Mayoral Candidate Anthony Marino. A few days have gone by, and both parties have unveiled their full slate of candidates:

For the Democrats:
Mayor: Joe Ingemi
Council: Mike Ammirato, Jim Scarpato, and Carmen Villani

For the Republicans:
Mayor: Anthony Marino
Council: Maria Brita, Anni Carpo, and Linda Goff

You can read up on the Democrats here and the Republicans here. Hammonton First will surely be running a ticket, but since they are not legally a party, they don’t submit candidates until June 2nd.

Now seems like as good a time as ever to reming everyone of the rules. Criticisms are limited to public officials. This excludes family, friends, acquaintances, or anyone that is NOT a public official. We encourage spirited debate here, but anything personal about personal people will be deleted.

So the first eight of what most likely will be twelve candidates running for three seats and a Mayor are now out and about working for your vote. MyHammonton.com salutes all of them!

Boom in Mayoral Appointments for 2008

With one stroke of a pen, Hammonton’s beaurocracy grew by perhaps as much as 50% this afternoon…

While we wait to get the paperwork of all the appointments to government positions this year, we would like to note that at least two dozen new positions were created under the Mayor’s control. Those included committees created to oversee the town television station, new Financial Overisght Committee appointments, and several other newly created commitees that report directly to the Mayor.

The new committees are not created by ordinance, but “ad hoc” commitees created by the Mayor and reporting to the Mayor. They hold no legislative or legal power, but will obviously take part in direction the Mayor tries to steer Hammonton politics this year.

We’ll post all the new appointments when we get them.

Goin’ it Alone

Hammonton has dropped out of the Atlantic County Mayors Association. According to a report posted by Hammonton Democrats, the Town Clerk informed them that Hammonton will not be paying dues and will be dropping out.

In past years, former Mayor Anthony Ingemi served as President of the Association.

An issue facing this group and the Town of Hammonton now is the re-evaluation that was recently conducted in Atlantic City. The City is now suing it’s Division of Taxation to change the rate being paid by Atlantic City. If they are successful in this suit, the remaining Towns in Atlantic County would have to pay more taxes to the County. In Hammonton’s case it would mean an additional $342,305.62 going to the County. This would raise every Hammonton taxpayer’s bill by 4 cents per $100 of assessment. This certainly seems like a matter we should be involved with, but we are not since we have quit the Association.

Mayor Makes Bold Claim on New Television Show

On the Mayor’s television show, which aired Sunday night on the town’s television station, Mayor DiDonato inferred homeowners’ taxes would have gone up 25% if his were not elected .  His example quoted a home taxed at $4,000 would have gone up to $5,000.

His claim is based on financial data the town was $500,000 in debt when he was elected, and had $14,000,000 in loans that were interest only payments.  Hammonton News recently published that the town had a $4.9 million surplus at the end of 2004, directly contradicting the mayor’s statements.  The mayor also said that the town ended 2006 with a $1.5 million surplus. That would mean the surplus is over $3 million less than 2005(if you trust the published reports from Hammonton News).

Mayor to Produce, Star in Talk Show Aired on Town Channel

According to the Press of Atlantic City, Hammonton’s Mayor and local developer John DiDonato will also add the moniker of talk show host as he takes his “Chat with Mayor” out on the mean streets of Hammonton.

The mayor, fearing residents don’t have a chance to get out and see all the projects that he’s started around town, is taping the show  to spotlight them:

“We felt that a lot of people are busy and it’s hard for them to get out to something like that,” the mayor said. “So we figured, let’s take it out on the road to show the projects we’ve done this year, but also get to talk to people about those projects.”

Mayor DiDonato Lays Blame on Bertino for Trash, Leaves

In a letter to the Hammonton News, Mayor DiDonato takes the gloves off and goes right at Jimmy Bertino and the Highway Department.  He lays blame on the new trash pickup system for the delay in leaf pickup.  He also infers that the new trash pickup system isn’t working.

On another note, I have had numerous complaints about the leaf and trash pickup. When I started as mayor I was handed numerous problems. One of the issues, a new trash system that cost over a half-million dollars and was supposed to do the work of six people. As we had so many other issues to deal with, I wanted to give the new system time to prove itself. Well, we all know after 10 months that the situation has actually gotten worse, causing the Highway Department to be behind in leaf pickup. I will be meeting with Councilman Jim Bertino, who is the chairman of the Public Works Committee, and Lance Schiernbeck, who is the head of the Highway Department, to see how we can fix the situation.

Mayor DiDonato did not mention, however, that Town Council has refused to fill the vacancies of two full time positions at the Highway Department.  Mayor DiDonato also failed to mention that while the Highway Department was understaffed by two, they picked up the additional responsibilities of Parks & Recreation, and have no street sweeper.  We also think he might have missed last week’s local news article about the delay in leaf pickup due to heavy rains.

We’d like to offer a tip to the Mayor:  When you’re in charge, take responsibility.  Hammonton residents don’t want to hear you blame people. They want solutions.

update:  Some people have voiced an opinion that they didn’t find the article very accusing of Coucilman Bertino.  Maybe we’re just gunshy over here at The Vine, but the article in its entirety gives the impression of laying a lot of blame on past administrations for several major issues in the town.

DiDonato Wants Jets to Come to Hammonton

The Gazette’s front page story highlighted the mayor’s hope to turn the Hammonton Airport into a larger facility that can handle jets.  DiDonato said the airport could be a staging area for people like Warren Buffet, Bill Gates, and John Travolta.  The article also stated it would be a great place for jets to land for people going to Philly, Atlantic City, and New York.  He further stated, “it would be like the old television show ‘Wings.’  It’s going to be great.”

The Vine wants to know what our viewership thinks about turning Hammonton’s little airport into a major jetport.  Since the mayor indicated that travelers would be utilizing Hammonton’s airport to reach a final destination of Philly and Atlantic City, what possible benefit could be realized for Hammonton other than air pollution, noise pollution, and God forbid a jet crashing into a row of homes?

Jeanne Lewis’ Planning Board Seat Taken Back by Mayor?

According to the Town’s website, Deputy Mayor Jeanne Sparacino-Lewis has been replaced on the Planning Board by the person who appointed her, Mayor John DiDonato!

Last week, Deputy Mayor Lewis was listed as the first member of the Planning Board. See this screenshot we took for an earlier article:

As of today, her name is removed and replaced by Mayor DiDonato.

The mayor appointed Jeanne Lewis to the position in the beginning of the year.  At the last planning board meeting, the Mayor sat in Jeanne’s chair, and apparently has now permanently replaced her, according to the website.

Could their be a falling out within the tight ranks of Hammonton First?  On a more serious note, it looks like one of the town’s biggest developers now wants his vote on the board that oversees those very developers.

Get Off the Bus

As reported in local papers today, The Board of Education was forced to cancel certain bus routes around Hammonton, due to Town Council’s budget deal authored by the Mayor’s Fiscal Oversight Committee. According to statements made to the Hammonton Gazette, any K-8th grader within 2 miles of the school and 9th – 12th graders with 2 1/2 miles of the school will not be able to get bused.

The dilemma stems from a budget deal(see our previous Enron story) passed in the 11th hour that saved several athletic programs, but cut funding for the bus routes.
