Zoning Laws Forced New Jersey Manufactoring to Scrap Solar Array in Hammonton

Solar panels are all the rage right now in looking for alternative energy sources. We’ve all heard President Obama raise the importance of expanding this technology domestically, and Governor Corzine has “demanded that 20% of New Jersey’s energy come from renewable sources by 2020.” Of course, though, our State’s myriad of environmental laws and regulations have gotten in the way of sound private industry.

New Jersey Manufacturers Insurance Group considered installing a ground array at its new location being constructed on a 56-acre property in Hammonton. NJM spokesman Patrick Breslin said the array was sacrificed because of the impervious coverage issue.

“It was rejected pretty early in the process,” Breslin said, underscoring stringent zoning in the Pinelands region.

The story doesn’t elaborate if it was Pinelands, the Hammonton Planning Board, or the Hammonton Zoning Board that nixed the deal. It does seem, though, that technology and environmental regulations are clashing on what could have been a positive works project for Hammonton.

Amid Nationwide Credit Crunch, Lowe’s to Go Before Planning Board

The Hammonton Planning Board will hear the application for Lowe’s tonight at 7:30pm. It will be televised on the town channel.

Lowe’s hopes to build a sprawling shopping facility adjacent to the Wal-Mart anchored shopping center on White Horse Pike.

Most noticeable about the plans, Lowe’s intends to close down Main Road and Plymouth Road as it connects to Route 30, and route traffic through its parking lot back to White Horse Pike.

Tuesday night Hammonton viewers will be able to see last week’s Board of Education meeting.  On Wednesday, the Hammonton Planning Board’s meeting will be shown live.  The town Zoning Board meeting should be aired live as well.

Town of Hammonton Served with Lawsuit

John Bee, owner of property on West End Ave. has filed suit against the Town of Hammonton.  The lawsuit contends Hammonton is not compliant with Phase 2 or Phase 3 of COAH regulations, and therefore he deserves damages.

The property in question is delinquient in tax payments of over $250,000.  Also, no formal plan has been brought to the town’s Planning Board for the property in question.

While Hammonton Petitions COAH, Most of Atlantic County Ignores It

According to a list on the Council on Affordable Housing’s (COAH) official website, only three townships in Atlantic County have petitioned for COAH’s 3rd round status.  While several Planning Board members have resisted efforts to petition COAH for an additional round of affordable housing projects in Hammonton, Town Council has stepped in by hiring Shirley Bishop, the former director of COAH. She will formulate a plan for 3rd round status, in which one affordable home must be built for every 8 new market rate homes, and one built for every 25 jobs created.

COAH, a VOLUNTARY program for municipalities, determines the number of affordable homes a municipality needs in order to meet its “Fair Share” requirements.  Years ago, Hammonton entered the program and built Plymouth Place.  Homes built under the program must be low or moderate income homes that are deed restricted for 30 years.  Local residents can not receive preferential treatment for the affordable housing.  Applications are equally weighted across much of South Jersey.

update:  In Tinton Falls, COAH acted on its “scarce resources” clause of its agreement to ban new serwer connections indefinitely.  Although COAH is voluntary, when you agree to the plan, COAH retains the right to halt utiliity extensions if they feel it may effect their ability to build affordable housing.

Possible Showdown over Home Depot at 5/31 Planning Board Meeting

The Brewery received word over the weekend of a possible confrontation over Home Depot’s approval at this Wednesday’s Planning Board meeting.  Word is a contingency of home owners and Hammonton First representatives will state a case for the board to deny Home Depot’s application.

Home Depot is no stranger to local confrontation, as neighboring town Medford denied a similar application for development, and now has a fight in court against Home Depot.  The Brewery guesses Home Depot hopes to get an approval for one of the two locations, and build at whichever gets first full approval.

update:  The Planning Board approved Home Depot’s application last night, after a lengthly meeting addressing many issues of residents in that neighborhood.  It should be said that along with Home Depot’s approval, The Planning Board requested Town Hall take bids for an expansive traffic study of the B-2 Business Corridor, in hopes of avoiding future traffic problems along Pine, Basin, and Middle Road.

Town Hall Project: Have Someone Drop You Off!

It was revealed tonight during the Town Hall Presentation to the Planning Board that a total of 22 spots will be available on site for parking at Town Hall.  Don’t worry, the town has lots down the street you can park at and walk to Town Hall.  Local ordinace calls for 5 lots for ever 1,000 square feet of space.  That means if this wasn’t a municipal project, the Planning Board would be demanding at least 120 spaces ON SITE.

Thankfully there isn’t a parking problem already at Town Hall, which has about 65 parking spots. :|

Bonus Town Hall Fact:  The building will have a “dryvit” facade.  That’s the fake brick stuff you can get for your home if you don’t want to pay for the real bricks.  The developer said it would make a “lighter” building, and that “was better.”

Politica-palooza Scheduled for Next Week

Next week Hammonton will see several big political and municipal functions.  The fesitivites start Monday with a rescheduled Town Council meeting dedicated to the School Budget.  The Fiscal Oversight Committee, or FOC for short, will present their findings on the defeated School budget.  Their published conclusions (PDF file) spell out a whole lot of political statements, as well as several actions to decrease the budget, most noteably a hiring freeze, and a freeze on payments to Waterford Township.  Action may be taken at the Town Council meeting concerning their findings.

Tuesday night is a double header for the politically inclined.  The Chamber of Commerce Awards Ceremony takes place at Kerribrooke.  Look for several GOP members to attend the dinner in an informal fashion.  At the same time, Parks & Recreation will hold a meeting in conjunction with members of the Planning Board, and may take action on several items.

Wednesday should be a doozy!  Town Council will present the new Town Hall plans to the Planning Board.  Booked originally as a “courtesy review,” published announcements portray this as an official review.  The Brewery is interested to see just what unfolds.  This promises to be an enlightening evening.

Planning Board Goes to High Midnight

Last night’s Planning Board Meeting ran so late, it almost went into Thursday! Sal Calusordo offically called it a night at 11:59:30 Wednesday evening, after a tenuous meeting anchored by a lengthy Home Depot presentation. A special meeting of the Planning Board has been scheduled for May 31st. Noted were several residents of Hammonton who waited over four hours to participate in the Home Depot hearing. Two residents spoke at 11:50, and the rest were given the opportunity to speak at a second public portion on May 31st.
